What did ERO find?

The Education Review Office reviews every school and publishes what it finds in full. We quote ERO’s report here, section by section, in ERO’s own words and order, and link to it. We do not summarise a report, pick a line out of one, or turn one into a score. How ERO reviews schools

The roll ERO recorded, and when

ERO writes a roll into each report it publishes: a count taken for that report, on the day shown, by the review team that was there. The Ministry of Education’s current roll for this school is 76 — the figure at the top of this page, and the one to use for how big the school is now. These are a different measurement by a different body, so they will rarely agree, and a difference between them is not a change in the school.

This is one count taken for one report. It says what the roll was on that day, and nothing about how the roll has moved.

What ERO wrote in its latest report

This is ERO’s report of 18 October 2019 — “Te Wharekura o Manurewa - 18/10/2019” — section by section, under ERO’s own headings, in ERO’s own order. Nothing is summarised, shortened or reordered.

ERO wrote this report in te reo Māori and in English. Both are here as ERO published them, in ERO’s order, untranslated.

Kaiako manage the learning environment to promote student engagement, interaction and conversation. They show care and concern for their students. Kaiako and whānau affirm students for their learning and contributions. Whānau have strong relationships with iwi, hapū, whānau, community services, and educational services. They establish and foster community relationships to benefit their students. Kaiako introduce students to local events, such as Ihumātao to broaden their understanding about tino rangatiratanga. Students confidently interact with others.

Te Ao

Students are provided with a wide range of learning opportunities. Learning programmes challenge students thinking. A whānau priority is to expand student experiences beyond Manurewa and T ā maki Makaurau ki te Tonga. Students engage in sporting and cultural engagements such as mau rakau, waka ama and kapahaka. The Mātātoa programme extends students physical and social skills. Senior students teach the Mātātoa programme to younger students from local kura and schools. Whānau encourage and support students to care for the local physical environment. Puhinui stream provides students with an opportunity to lead in its monitoring and restoration. Students contribute positively to their local community and environment.

Āhuatanga Ako

Students are well supported on the National Certificate in Educational Achievement (NCEA) pathway in Year 9. The kura has seen consistently good NCEA results for a number of years. Low student teacher ratios support successful outcomes. Students and whānau are aware of the high expectations. Deliberate support systems are in place to support target students. Older students are able to articulate their future aspirational pathways and direction. Students strive to reach their potential.

Kura-identified areas of development

Enrolment criteria for te reo Māori on the new site is essential to uphold te reo Māori immersion. Te reo Māori is not consistently used across the wharekura. Most students come from English speaking homes. The wharekura is the only opportunity for them to hear and use te reo Māori.

While it is difficult to employ subject specialists that can speak te reo Māori, this should be a recruitment focus. Consequently, some subjects are being taught in English and students predominantly communicate with one another in English.

Professional leadership and guidance throughout transition. The new kura plan involves the establishment of modern learning environments. Kaiako are in the early stages of understanding how this will affect their practices and what skills will be required.

A programme and professional guidance to support all students through transition. The students safe and considered transfer from one site to another is essential.

3 Self Review and leadership

Self review informs decision making. The current strategic priorities of the combined board are focused on the transition to the new, shared site. They are being supported through the transition by a governance facilitator. Work is being undertaken to review policies and procedures that will reflect their new situation. There is regular internal evaluation across all areas of governance and management to ensure positive outcomes for students. High levels of support are also sought for students and their whānau. Student progress is regularly and consistently monitored. Whānau receive formal reports on their child’s achievement twice a year. Student outcomes are clear.

Staff appraisal is regular, and a new system is currently being implemented. Staff are well supported professionals and appear happy. All show a passion and commitment to student achievement. Regular NCEA course evaluation ensures that student needs are being met and success is assured. Students respond well to the responsive learning environment.

Kura-identified areas of development

Combined board of governance development. There are different levels of understanding about Te Aho Matua (TAM). There have been no TAM wananga held for whānau recently.

Careful and considered transition of each kura to the new site. It is envisaged that the larger teaching spaces combined with the catchment area will result in a significant and rapid roll increase. The wharekura has only ever had small numbers. Whānau have not discussed how this will be managed, what the impacts will be and support strategies for students and staff.

While the governance facilitator provides some guidance to the board of trustees the Ministry of Education and Te Rūnanga should consider the following areas that require additional and appropriate support moving forward. These include:

ensuring all parties are fairly represented

capturing the expectations of the combined governance structure to enact whānau universal vision to provide education for Years 1-6, 7-10, 11-13 students

defining personnel expectations policies and practices that endorse and uphold the dual leadership model for the new facility including local curriculum

enacting the provision of Te Aho Matua and te reo Māori education including local curriculum

clarifying how merger impacts on 2 kura operating in the same space.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

board administration

curriculum

management of health, safety and welfare

personnel management

financial management

asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

emotional safety of students (including prevention of bullying and sexual harassment)

physical safety of students

teacher registration

processes for appointing staff

stand-downs, suspensions, expulsions and exclusions

attendance.

5 Recommendations

ERO recommends that the whānau work with Te Rūnanganui o Ngā Kura Kaupapa Māori to:

support the wharekura whānau to address the areas of development highlighted in this report;

provide further training for whānau in preparation for the new site challenges

provide governance facilitator support and extend this to strengthen the provision of Te Aho Matua education.

Conclusion

Te Wharekura o Manurewa is located at Manurewa marae. High expectations are held for student achievement. Students show confidence and leadership qualities in a range of contexts. The Wharekura and Te Kura Kaupapa Māori o Manurewa will be relocating to a shared site in 2022. The wharekura is well supported by the community.

When is ERO likely to review the kura again?

The next ERO review of Te Wharekura o Manurewa will be in three years – Te Rākeitanga – Expansive Evaluation.

ERO reviews a school every few years — around four years between reviews is the usual cycle — so an older date here reflects where a school sits in that cycle, not how it is doing.
